A transit map draws lines that look like pure geography, but every line encodes a decision about whose time is worth protecting and whose is not. Two neighbourhoods equidistant from a city centre can have wildly different real access to it, depending on frequency, transfer penalties and whether a route was ever built at all — and that access, not the physical distance, is what actually determines whether a job, a hospital or a school is reachable. Mobility systems distribute opportunity before a single person boards a single vehicle, simply by deciding where the vehicles will run and how often. GesturePermission names the small, cumulative signals a transport system sends about who it expects to use it — signage, seating, fare complexity, the felt sense of whether a station was designed with you in mind. Talking about mobility purely in terms of speed or coverage skips past this earlier, more consequential layer: permission granted or withheld before movement even begins.
